APPLICATION FOR REGISTRATION
Section 15. Application for registration
- A person who is in the category of data users specified in the order made under subsection 14(1) shall submit an application for registration to the Commissioner in the manner and in the form determined by the Commissioner.
- Every application for registration must be accompanied by the prescribed registration fee and any documents as required by the Commissioner.
- The Commissioner may in writing at any time after receiving the application and before the application is decided, require the applicant to provide any additional documents or information within a period of time specified by the Commissioner.
- If the requirements under subsection (3) are not complied with, the application for registration shall be deemed to have been withdrawn by the applicant and shall not be continued by the Commissioner, but without prejudice to a new application being made by the applicant.

CERTIFICATE OF REGISTRATION
Section 16. Certificate of registration
- After due consideration is given to an application under subsection 15(1), the Commissioner may—
(a) register the applicant and issue a certificate of registration to the applicant in such form as may be determined by the Commissioner; or
(b) refuse the application. - A certificate of registration may be issued subject to such conditions or restrictions as the Commissioner thinks fit to impose.
- If the Registrar rejects an application for registration pursuant to subsection (1), he shall inform the applicant by a written notice that the application is rejected and the reasons therefor.
- A person who is a data user specified in an order made under subsection 14(1) and who processes personal data without a registration certificate issued pursuant to paragraph 16(1)(a) commits an offense and may, on conviction, be fined not exceeding five hundred thousand ringgit or imprisoned for a period not exceeding three years or both.
